Account for vote lagging when scoring validators on Solana

Some validators are known to vote lag on Solana, where they vote on forks a few slots behind the tip of the network to increase their voting credits, which directly impacts them and their staker's rewards.

Timely vote credits should be activated at some point in 2024, which should account for these things. These validators are not meaningfully contributing to consensus, so giving them a high score does not seem in the spirit of the score.
