Delete Private Set Endpoint

This functionality is important for managing plan limits, as each plan currently restricts the number of private sets allowed. Our primary use case is deleting private sets that were created for testing purposes. At present, the only workaround is to manually remove all validators from a private set and reuse it, which results in a poor user experience.

As an alternative solution, you could consider excluding private sets with 0 validators from counting toward the plan limit. However, having a dedicated deletion endpoint is better way to manage private sets.
